Professional Experience:
Founder and manager of a consulting firm specializing in management information systems and transportation systems analysis. In 1999, after 15 years of successful operation, the company restructured to focus on management consulting and transportation systems analysis. Since its formation, KKO has successfully undertaken numerous projects for various government and industry clients. Under her leadership, KKO has served as a sole consultant, or a project team member, for an international client base.

Ms. O'Neil also manages specific projects for the company's management consulting and professional services practice. Within that practice, she manages several multi-year support contracts with the Massachusetts Highway Department for planning services on the Boston Central Artery/Third Harbor Tunnel Project and a locomotive rebuilding support contract for the Massachusetts Bay Transportation Authority (MBTA). She has also managed a number of shorter term projects including:
  • Developed software to extract route level operating statistics from HASTUS vehicle schedules to support system-wide planning study for the Chicago Regional Transportation Authority
  • Developed an integrated program to assess penalties for the MBTA’s new Commuter Rail Operating Agreement that responds to the complex network of 16 different penalties for failure to adhere to performance standards in a manner that incorporates operational criteria. Also worked to design, build and deploy a computerized database to track the nature and disposition of each penalty assessed under the contract.
  • Assist the MBTA with the procurement of transportation, mechanical and engineering services for its commuter rail network, acting as the operation specialist for the development of procurement and contract documents.
  • For the Macedonia Railway, a strategic planning effort to establish freight and passenger profit centers within the railway, preparing 5-year traffic forecasts and working on developing a system of Public Service Obligation payments to the Macedonian Railway for unprofitable passenger services which the Government wishes to continue for social reasons.
  • Work to develop a “toolbox” to help transit operators and managers better recognize and combat the factors leading to fatigue for the Transit Cooperative Research Program (TCRP)
  • Develop and implement practices to improve the efficiency of operations for the Durban (South Africa) Commuter Rail Operation.
  • Development of inspection and maintenance planning software for Amtrak's Engineering Department.
  • For the MBTA, identification and implementation of potential improvements to commuter rail services available within existing budgets, capital plants and manpower requirements.
  • Audit of South Station real estate leases for the MBTA.
  • Development of financial and operations planning applications to support reorganization of Amtrak into a decentralized organization consisting of multiple strategic business units.
  • Implemented an Automated Information Retrieval System for Customer Information for the Southeastern Pennsylvania Transportation Authority (SEPTA).
  • Passenger Rail Feasibility Study for the Vermont Agency of Transportation designing feeder bus services and other intermodal connections for a Burlington to Charlotte rail service.
  • Evaluation of manpower planning systems for Amtrak's Engineering Department.
  • Design of bus services for cultural attractions at the 1996 Olympics in Atlanta.
  • Strategic planning studies for the Polish and Hungarian National Railways.
  • Regional economic analysis of the impacts of Boston Central Artery/Third Harbor Tunnel.
  • MIS system design for operations applications to support the Metrovias commuter rail franchise in Buenos Aires, Argentina.
  • Several financial planning models for the Chicago RTA.
  • The development, installation and support of a freight revenue accounting system for a shortline railroad.
  • Operations analysis and ridership forecasts for a transit improvement study evaluating alternative service scenarios for Boston's Eastern Route commuter rail lines.
  • Enhancements and support for a comprehensive financial and operating MIS for all commuter rail operations in South Florida
  • Technical support for Boston's Central Artery/Third Harbor Tunnel
